No. We agree the systems, responsibilities, capacity, and change process in scope. Larger features can be estimated separately.

Do you provide a fixed response-time guarantee?

Any response expectations are agreed for the particular engagement. The proposal should state coverage hours, severity definitions, and escalation arrangements.
